　ここにきて「実はフセインの処刑に米国が反対していた」という報道がしきりに流されている。最近では１月７日付けの米紙ニューヨークタイムズが事の次第を詳しく報道している。それによればこうだ。
　
　・・・イラク政府が米国に死刑執行を通告してきたのは死刑執行の前日であった。しかもイラク駐留米軍と在イラク米国大使館の幹部を呼び出しフセインの身柄引き渡しを要求したというのだ。米側が反対したところイラク側は「これはイラクの問題だ」と怒り、「とにかく身柄を引き渡せ」と声を張り上げたという。最後はマリキ首相が出てきて「米国人はイラクの決定権を重視すべきだ」と迫った。これに対し米側は国際的基準に沿った手続きをとるように求めたが拒絶され、報告を受けたライス国務長官が最終的に「米国ができることはもはやない」と了承した。イラク首相府では米側の了承が伝えられる前から処刑を祝う夕食会を開いていた・・・
　
　こんな報道を誰が信じるというのか。そもそも今のブッシュ政権はいかなる国の意見にも耳を貸す事はない。ましてやイラク政策に関してはなおさらだ。しかもマリキは米国の傀儡である。そのマリキがここまで米国に強く出られるというのか。ライスがそれを許すというのか。そんなことはありえない。

　百歩譲ってもし米国が「当初は反対したが最後は降りた」ということが事実であるとすれば、所詮フセインの処刑など米国はどうでもいいと思っていたということだ。米国の利害にかかわる重大事について米国がマリキに譲歩する事はない。米国はイラクを占領中なのである。
　
　これはフセインの処刑に反発するスンニ派アラブや国際世論に慌てた米国が「米国は反対したがマリキがやったのだ」というアピールをしたのだ。メディアを使って情報操作をしているのだ。

　そしてもし米国がフセインの処刑がここまでアラブの反発を食らうと予想せずにあっさりとマリキの報復処罰に譲歩したとすれば、そしてそれが軽率だったと気付いて事後工作をしているとすれば、「米国はアラブの事をまったくわかっていない」という事実を今更ながら満天にさらしたことになる。
　
　いずれにしても米国のイラク占領は失敗でありもはやブッシュがどのような浅知恵をめぐらしても事態は悪化するばかりだ。米軍増強などという悪あがきを止めてブッシュは一日も早く自らの誤りを認め、汚名と世界の怨嗟を抱いたまま歴史から消え去るべきである。

　
Did Bush really oppose the execution of Saddam Hussein?

As criticism mounts among Sunni Arabs and International community against the execution of Saddam Hussein, the news that US was against the execution of Saddam Hussein circulates suddenly over the world. The latest one is that of the New York Times of 7th January. It reveals that US was against the execution but Maliki refused firmly saying, “ US should respect the sovereignty of Iraq”. Finally

　This news, of course, was reported also in Japanese media and innocent Japanese believed that it was Maliki, not US, who hastened to kill Saddam Hussein.

　Who believes this? It is unrealistic that US cannot implement its foreign policy due to the opposition of other countries. In addition we must not forget that Iraq has been occupied by US and Maliki is a puppet of US. How dare Maliki refuse to hand over Saddam Hussein if US seriously asks him to do so?

　It seems to me that US appeals through the media that it was not US but Maliki who killed Saddam Hussein. US must have been embarrassed to know the protest from Sunni Arabs against the execution was stronger than expected.

　And even if it is true that US was reluctant to execute Saddam Hussein at that timing, US must have make little of the execution because Saddam Hussein had to be execute sooner or later. Saddam Hussein was a bad guy and he deserves the execution any way.

　In any case it is clear from the outset that Bush does not understand Arabs at all, and so long as Bush remains President of US the situation of Iraq deteriorates further. Bush should admit his mistake as soon as possible and disappear from the history with disgrace and Arab’s resentment.

　１月７日の英紙サンデー・タイムズは、イスラエルが戦術核を使用してまでイランを攻撃することを考えていると報じた。その同じ日に米紙ニューヨーク・タイムズはブッシュ政権が総額１千億ドル（約１２兆円）を投じて次世代の新型核弾頭を開発することを決定したと報じた。そういえばながらく不明とされてきたイスラエルの核兵器については昨年１２月１１日にオルメルト首相は訪問先のドイツのテレビインタビューで自国が核兵器保有国であることをついに認めた。それに先立つ１２月５日、米国の新国防長官であるロバート・ゲーツは指名承認の上院公聴会でイスラエルを核保有国と言明した。

このような米国とイスラエルの｢自分たちだけは許される｣ともいうべき一方的な態度に触発されたのか、核開発を公言する途上国が続出している。昨年９月にはエジプトのムバラク大統領がチェルノブイル事故以来凍結していた核エネルギー開発の再開宣言を行った。湾岸諸国は１２月１２日サウデアラビアの首都リアドで開かれた湾岸協力会議首脳会議で「核ネネルギー技術を保有する権利を持つ」と声明した。来日したヨルダンのアブドラ国王は１２月２１日都内で開かれた経済界関係者との懇談で「核エネルギー開発」を進めることもありうる」と述べた。おまけに１２月２９日に英公文書館が公開した機密文書では７０年代に台湾がフランスの協力を得て核開発をしようとしていたことまで明らかになった。

なぜ日本は核兵器廃止を世界に訴えないのか。米国の核兵器開発に沈黙し続けるのか。北朝鮮の核開発だけ脅威の全てであるかのように騒ぎ立てるのか。

私にはレバノンで聞いたパレスチナ難民の若者の言葉が忘れられない。「俺たちに核兵器があったなら、何のためらいも無く今すぐにイスラエルにそれをぶち込む」

このままでは核拡散は時間の問題である。米国･イスラエルがアラブを弾圧し続ける限りいつかは必ず核兵器は使われる。その時気づいても遅い。日本は大きな間違いを犯している。唯一の被爆国の責任を放棄している。唯一の被爆国の発言力を見くびっている。本気で米国に核廃絶を訴える事の出来る国は日本だけだ。それはまた世界の核保有国に対しても等しくの重みのある訴えになる。何をやっても上手くいかない今の日本外交の原因はすべて自主外交の放棄から始まっているのだ。

Why does Japan Keep Silent to the US nuclear threat?

On January 7th, the British paper, Sunday Times, reported that Israel plans to attack Iran even using strategic nuclear weapons. On the same day the US New York Times reported that President Bush approved the plan to develop Reliable Replacement Warhead, a nuclear weapon of the new generation.

Whether this blunt declaration of Israel and US, as if they alone are entitled to use nuclear weapon urges other countries or not, so many developing countries start saying they will develop nuclear technology as well. Egypt, Gulf countries, Jordan etc. It was revealed by the British secret document which was declassified recently that even Taiwan once tried to develop a nuclear weapon with the assistance of France.

Why does Japan, the first and the only victim of US nuclear weapon, keeps silent to the US nuclear threat which is the origin of nuclear threat of all? Why has Japan been fussing around North Korean nuclear development, which is supposed to be so primitive and even not yet confirmed?

Unless Japan says” No” to the US nuclear threat no country in the world believes Japan is a peace-loving country. This suspicion indeed deprives Japanese diplomacy of its strength and influence.
